@Rebeccaboden4 @nazirafzal The OECD defines tax expenditure as "special preferences provided in income tax laws which depart from the normal tax structure and which are designed to favour a particular industry, activity or class of tax payer".

@Rebeccaboden4 @nazirafzal I know some try to equate non taxation with subsidy. I agree there is a case for this definitional equation where competing businesses pay differing VAT rates. But do state and private schools pay differing VAT rates? Outome of education is a different topic of course.
