Jagan Syndrome: A case study for IAS & IPS Trainees

There is no gainsaying that Jagan as CM of AP has comprehensively destroyed Andhra Pradesh. But how could he do so when the so-called steel frame of bureaucracy comprising the covenanted IAS and IPS are in place. Evidently, the steel frame has been rusting for quite some time. Yet, how could he so thoroughly ruin the state that has been known as a developed and progressive one? Sadly, several IAS, IPS and other officers actively connived and worked more as Jagan’s partners-in-crime rather than as public servants.

The seed for the ruination of AP in general and IAS, IPS and other public services in particular was planted by none other than his father Y S Rajasekhar Reddy, a Christian (don’t be deceived by Hindu name) hailing from Rayalaseema region, who has a family history of violent factionalism. It may be noted that YSR’s father Raja Reddy was killed in a factional fight in 1999. Factionalism is a euphemism for gang wars in Rayalaseema region of AP. With the family history of factionalism, YSR hugely patronized gangsters from Rayalaseema region and elsewhere in politics, business, government contracts, bureaucracy, police and administration, and looted and allowed loot of the state with no let or hindrance that ultimately paved way for the division of united AP.

Jagan was an MP and the de jure second-in-command of his father’s Lutera Raj. After his father’s death Jagan and several IAS officers were jailed for some time in 11 CBI cases and 9 ED cases filed against them for high end corruption and looting several thousand crores of rupees worth public resources, whose trial has not seen the light of the day even after more than a decade.

After his father’s death in a helicopter crash in 2009, Jagan staked claim for the post of CM of united AP. When the Congress leadership did not accede to his unreasonable demand, Jagan broke the Congress to form his own YSR Congress Party. After AP was divided into AP and Telangana in 2014, he narrowly missed becoming CM of remainder state of AP in 2014 but succeeded in 2019.

If his father’s 5+ year rule was akin to carpet bombing destruction of united AP, Jagan’s 5-year rule was thermonuclear devastation of the remainder state of AP. In laying waste of AP, several IAS and IPS officers worked not as public servants but as gangsters of warlord Jagan. This in nutshell is JAGAN SYNDROME.

In order to benefit young IAS and IPS officers who are just beginning their career, I suggest that the @LBSNAA_Official and @svpnpahyd should respectively make Jagan Syndrome as a case study. But how exactly will young IAS and IPS trainees benefit from that case study?

In several ways. The case study would once again reiterate and highlight the importance of scrupulously observing 'Shishtachar'.

Secondly, democracy means rule of law, not of the ruler. So, the young IAS and IPS officers must do their job by rulebook. If the ruler wants anything different, let him change the rules first.

Thirdly, they are public servants and should always remain as such, and never aspire to become more powerful than what the system allows them to become, through subterfuge or by becoming the servants of the ruler.

Lastly, cadre rules require every IAS and IPS officer to work on an average 40% of their service period under the Central Government. This is a great opportunity unavailable for officers of other services. Therefore, IAS and IPS officers should never remain static in a particular role even when political bosses would want them to continue, and take up different roles and responsibilities both within State Governments as well as under the Central Government which enables new learning and better contribution to the development of the nation. There is also an added advantage of avoiding any ‘discomfort’ during any particular regime by moving over to the other government.
