I understand its a bug, but this is something that has been around for 2+ years according to the wowhead comments.

Its currently blocking off an entire expansions main content for me.

@BlizzardCS The quest "The Dark Riders" (40623) is bugged. After completing "The Fate of Deadwind" Revil Kost vanishes and you cannot accept 40623.

Per wowhead comments it requires 40514 to be completed by a GM or you can never complete questline.

Please assist.

Currently this leaves the entirety of legion artifact content unavailable.

How do I move forward with playing this content?

I suspect this will get fixed soon, but basically Shadow Priests are in a weird reverted state where we are missing hotfixes from October 8th and several bugs have recently returned into the game.

This is a pretty severe hit to your damage until this gets fixed.
