Governor Gavin Newsom has publicly defended exactly this kind of policy — boasting that California is the only state offering benefits 𝘳𝘦𝘨𝘢𝘳𝘥𝘭𝘦𝘴𝘴 𝘰𝘧 𝘪𝘮𝘮𝘪𝘨𝘳𝘢𝘵𝘪𝘰𝘯 𝘴𝘵𝘢𝘵𝘶𝘴, and admitting on camera he knows how “𝘰𝘧𝘧𝘦𝘯𝘴𝘪𝘷𝘦” and “𝘤𝘰𝘯𝘵𝘳𝘰𝘷𝘦𝘳𝘴𝘪𝘢𝘭” that is to most Americans.

Here’s the program behind the boast: CAPI, the 𝐂𝐚𝐬𝐡 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐟𝐨𝐫 𝐈𝐦𝐦𝐢𝐠𝐫𝐚𝐧𝐭𝐬, a state-funded welfare track built around a single qualifying test — not being a citizen. It’s real, it’s posted on the state’s own website, and it costs California taxpayers 𝐫𝐨𝐮𝐠𝐡𝐥𝐲 $𝟐𝟕𝟖 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 𝐚 𝐲𝐞𝐚𝐫.

The math: an eligible non-citizen living independently can collect up to $𝟏,𝟐𝟑𝟑.𝟗𝟒 𝐚 𝐦𝐨𝐧𝐭𝐡 — $𝟏𝟒,𝟖𝟎𝟕 𝐚 𝐲𝐞𝐚𝐫 — no Social Security number required, because federal SSI already excludes non-citizens by law. Sacramento simply built its own version.

Eligibility is officially capped at non-citizens who are 65 or older, blind, or disabled and would otherwise qualify for SSI 𝘪𝘧 𝘯𝘰𝘵 𝘧𝘰𝘳 𝘵𝘩𝘦𝘪𝘳 𝘪𝘮𝘮𝘪𝘨𝘳𝘢𝘵𝘪𝘰𝘯 𝘴𝘵𝘢𝘵𝘶𝘴. A U.S. citizen in the identical situation applies for SSI instead — CAPI doesn’t exist for them. It exists 𝘣𝘦𝘤𝘢𝘶𝘴𝘦 they’re citizens.

This is happening in a state that has run budget deficits for three straight years — funding a parallel welfare system whose entire design excludes the people paying for it.

“For anything regarding safety and alignment, there’s a trade-off,” said Saachi Jain, the head of safety systems at OpenAI. The new model “didn’t quite meet the bar in terms of staying within scope and authorization, and how it communicates back to the user about the type of work it’s done.”
