The reason the supply is inelastic is because of rent control. Property owners do not set rent. Demand sets rent.
Developers will build because they are self interested. You validate every argument you have against capitalism by saying they are self interested and then turn around and say that can’t possible work in my favor if I provide the right environment for it to work in my favor.

Instead you continue to create an environment where limiting the supply and controlling that limited supply to death produces higher cost housing at exceedingly worse quality.
