Discaya started amassing big profits in DPWH in 2012 during Aquino govt. While Discaya was suspended in 2015, it was only suspension. Duterte had in fact PROBED ghost projects and BLACKLISTED Discaya in 2020. It was Marcos Jr govt that RENEWED Discaya in 2023.
