3. ⁠Withdrawal of all cases against the students and youth who were peacefully protesting yesterday

The united voice of the Manipur Pradesh Congress Committee reached Lok Bhavan today as MPCC leaders and workers staged a protest and marched to the Governor’s Office.

The protest was led by our Hon’ble President Shri O. Ibobi Singh and joined by me in my capacity as CLP Leader, along with our Hon’ble MLAs, former MLAs, former Ministers, party leaders, and dedicated workers.

Our demands include:

• Resignation of Union Education Minister Shri Dharmendra Pradhan.

• Protection of the future of our youths and students.

• Safeguarding democracy and the Constitution of India.

• Strong opposition to the arrest of our leader, Shri Rahul Gandhi Ji.

The Congress Party remains steadfast in its commitment to defend democratic values, constitutional principles, and the rights and aspirations of the people, especially the youth and students of our nation.

Constitutional Questions to the Government of Manipur Regarding the Appointment of Government Spokespersons

The Government Order dated 14 July 2026 appointing two Hon’ble MLAs, who are not members of the Council of Ministers, as Government Spokespersons raises important constitutional and legal questions requiring public clarification:

1. Source of Legal Authority

Under which provision of the Constitution of India, any statute, statutory rule, executive instruction, or other valid source of law has the office of “Government Spokesperson” been created ?

2. Consistency with Articles 163 and 164

Since executive power and responsibility are exercised through the Council of Ministers headed by the Chief Minister under Articles 163 and 164 of the Constitution, on what constitutional basis have non-Minister MLAs been authorised to officially speak on behalf of the Government ?

3. Doctrine of Collective Responsibility

How is the appointment of non-Minister MLAs as Government Spokespersons consistent with the principle of collective responsibility of the Council of Ministers to the Legislative Assembly under Article 164(2) ?

4. Financial and Administrative Implications

If the appointees are entitled to any salary, allowances, staff, office accommodation, vehicles, security, or other Government facilities, under what legal and financial authority are such expenditures being incurred from the public exchequer ?

5. Public Office and Office of Profit Concerns

Does the appointment create a public office under the Government, and if so, has the Government examined whether such appointments raise any issue relating to “office of profit” under Article 191 of the Constitution ?

6. Absence of Legal Citation in the Government Order

Why does the Government Order not specify the constitutional, statutory, or executive authority under which such appointments have been made ? Should not the source of power be expressly identifiable whenever the executive creates or fills a public office ?

7. Constitutional Convention and Precedent

By constitutional convention, Government Spokespersons are ordinarily designated from among Ministers who are collectively accountable to the Legislature. What exceptional circumstances justify the departure from this established constitutional practice in Manipur ?

The appointment of non-Minister MLAs as Government Spokespersons appears constitutionally unusual and warrants a clear explanation from the Government regarding its legal basis, financial implications, and compatibility with the constitutional scheme of executive responsibility, collective accountability, and parliamentary democracy. The people of Manipur are entitled to know under what authority these appointments have been made.

Today, I visited Kanto Sabal Leikai, Leimakhong Chingmang, to inspect the six houses that were set on fire on 11 July 2026.

The Congress Party delegation accompanying me included former Minister Shri M. Hemta Singh, former MLA Shri Y. Surachandra Singh, SC Chairman and MPCC leader Shri A. Oken Singh, MPCC General Secretaries Shri S. Jeeten Singh, Md. Wahidur Rahaman and Shri W. Shyamjai Singh, MPCC Secretary Shri Angshil Maring, Chairman of the Sports Department of MPCC Shri W. Rojit Singh, Chairman of the Labour Department Shri T. Loken Singh, President of MPYC Shri W. Anand Singh, and retired Major Shri Y. Angamba Singh.

During the inspection, I found serious security lapses and negligence on the part of the Government. The site is located very close to the gate of the GOC, 57 Mountain Division, which raises serious questions regarding the lack of proper security coordination between the State Government and the Central security forces.

I am deeply concerned that, even after three years of conflict, such incidents of arson continue to occur, sending a disturbing message that peace and normalcy have yet to be restored under the present government.

The delegation discussed the need for security rearrangement and repositioning to prevent future security lapses. We also urged the authorities to make every possible effort to restore peace and deliberated on several other measures necessary for bringing lasting peace and security to the state.

He says, "We visited the National Human Rights Commission today over issues relating to Manipur. We filed a complaint to NHRC on the present issues of Manipur. The civilians in the state are suffering, and there have been gross human rights violations. The issue of abductions of people from both the Naga and the Kuki communities remains unresolved. Blockade of the highways in the state also remains a problem. We hope something will happen after our complaint to the NHRC."

When I read recent newspaper reports, I am deeply shocked and disturbed.

How is the Government of Manipur handling the abduction of innocent civilians ?

People are going missing, and families are left searching for answers. Reports continue to speak about abducted and missing civilians, while in some cases dead bodies are later recovered. What on earth is going on in Manipur ?

Is this the so-called ‘Superpower’ leadership of Narendra Modi ji, while innocent lives remain unsafe and unanswered ?

The people of Manipur deserve protection, accountability, and immediate action , not silence.

Recent reports have highlighted continuing concerns over abducted and missing civilians amid ongoing tensions in Manipur.

Innocent civilians are being taken hostage, roads remain blocked, inflation continues to rise, petroleum product prices have increased, and LPG has become inaccessible to many people due to changes in customer guidelines by Indian Oil Corporation.

Despite the ongoing unrest and hardships faced by the people, the government led by Narendra Modi remains silent on the situation in Manipur.

I strongly oppose the sudden hike of ₹3 per litre in petrol and diesel prices immediately after the State elections. This clearly exposes the anti-people mindset of the BJP government.

During elections, fuel prices are kept under control to avoid public anger, but once elections are over, the burden is imposed on the common people. In a sensitive State like Manipur, where transportation is already difficult due to the ongoing crisis and economic instability, any increase in fuel prices directly affects the prices of essential commodities, food items, medicines, transport fares, and daily household expenses.

Farmers, daily wage earners, small traders, government employees, students, and middle-class families are already struggling with inflation, unemployment, and financial hardship. This additional burden is completely insensitive and unjustified.

Every fuel price hike creates a chain reaction across the market and further increases the suffering of the people. The BJP government must explain why ordinary citizens are repeatedly forced to bear the burden despite heavy taxation on petroleum products.

The timing of this hike immediately after elections raises serious questions about political honesty before the people.

I strongly urge the Government to immediately roll back the ₹3 per litre increase in petrol and diesel prices in the larger interest of the people of Manipur and the country.
