The Youth Congress has always been the voice of India’s young generation—standing for democracy, justice, equality and the constitutional values of our nation.
Today, our youth face serious challenges: unemployment, lack of opportunities, rising insecurity and uncertainty about their future. In Manipur, our young people have also endured the devastating consequences of the ongoing crisis.
This is the time for the youth to come forward—not merely as spectators, but as leaders of change.
Let us strengthen our organisation at every level, stand firmly with the people, protect the Constitution, and fight for peace, employment, dignity and a better future for every young person.
The future belongs to the youth.

“ABNORMAL GOVERNMENT” — CM MUST ANSWER THE PEOPLE OF MANIPUR
The Chief Minister has himself described his government as an “abnormal government.”
This is not a casual statement. It raises serious questions about the functioning of the government and the condition of governance in Manipur.
If the government is abnormal, the Chief Minister must answer:
1. What exactly is abnormal about his government ?
2. Who is responsible for making the government abnormal ?
3. Why should the people accept abnormal governance as normal ?
4. Can an abnormal government provide normal governance to the people ?
5. Why have normal democratic institutions and accountability been weakened ?
6. Why are the people still waiting for effective governance and lasting peace ?
7. Who will take responsibility for the failures of the government ?
8. If the government knows that it is abnormal, why has corrective action not been taken ?
9. Is “abnormal government” now an excuse for administrative failure ?
10. How long will the people of Manipur be asked to live with abnormal governance ?
The Chief Minister cannot have it both ways.
If his government is normal, he should explain why he called it abnormal.
If his government is abnormal, he should explain why he continues to govern without correcting it.
Manipur does not need explanations for abnormal governance.
Manipur needs a government that is accountable, transparent, democratic and capable of delivering peace and development.
The CM has used the word “abnormal.”
Now let him explain the abnormality.
People of Manipur deserve answers.

The statement made by MEA Spokesperson Randhir Jaiswal has created more questions than answers.
On an issue as sensitive as the international boundary and the territorial integrity of Manipur, the people deserve clarity - not ambiguity.
If there is no proposal involving any adjustment or exchange of territory, the MEA should categorically deny the reports. If discussions are indeed underway, the Government must disclose their scope, objectives, and safeguards instead of leaving room for speculation and public anxiety.
The reported discussions between India and Myanmar regarding the undemarcated border along Manipur have raised serious concerns among the people of the State. If there is any proposal involving adjustment of the international boundary or exchange of territory, the Government of India must come clean before the people.
Why is the Government maintaining silence on an issue that directly concerns the territorial integrity, historical boundaries, and security of Manipur ?
The people have a right to know:
* Is the Government considering any exchange or adjustment of land with Myanmar ?
* Which villages or areas are likely to be affected ?
* Has the Government consulted the State Government, local representatives, traditional institutions, and the people living along the border ?
* Will Parliament and the people of Manipur be informed before any final decision is taken ?
Manipur has already suffered immensely over the past several years. Any decision affecting its international boundary cannot be taken behind closed doors. The Government must categorically state that no inch of India’s territory will be surrendered without due constitutional process, parliamentary scrutiny, and consultation with the people of Manipur.
The people of Manipur deserve transparency, not secrecy. National security and territorial integrity must never become subjects of undisclosed negotiations.
The Ministry of External Affairs, and particularly its spokesperson, has a responsibility to communicate with precision and transparency on matters of national importance. Vague statements only deepen public mistrust. The people of Manipur are not seeking diplomatic rhetoric -they are seeking clear, unequivocal assurances that their land, rights, and future will not be compromised.

Urgent Demands to the Hon’ble Chief Minister of Manipur for the Welfare of Internally Displaced Persons (IDPs)
The humanitarian crisis faced by thousands of Internally Displaced Persons (IDPs) in Manipur continues unabated. More than three years after the outbreak of violence, many displaced families remain in relief camps, struggling to access basic necessities, education, healthcare, and social welfare. The State Government must act with urgency, compassion, and accountability.
I therefore urge the Hon’ble Chief Minister to immediately take the following measures:
1. Ensure Educational Support for All Displaced Students
A large number of IDP students applied for the Mission Pathshala Scholarship Scheme, which provides financial assistance for educational support. Unfortunately, thousands of eligible students are yet to receive the scholarship, disrupting their education and placing their future at risk.
The Government must immediately release the pending scholarship and ensure that every eligible displaced student receives the benefit without any further delay. No child should be denied education because of a humanitarian crisis.
2. Increase the Daily Assistance for Internally Displaced Persons
The present financial assistance of ₹100 per day per person is grossly inadequate to meet even the most basic needs. The continued rise in the prices of essential commodities, aggravated by repeated bandhs, blockades, and disruptions in supply chains, has made survival extremely difficult for displaced families.
The Government should urgently revise and enhance the daily assistance to a realistic amount that enables IDPs to live with dignity and meet their essential daily expenses.
3. Strengthen Healthcare and Medical Assistance
Healthcare services in many relief camps remain inadequate. Medical teams generally visit only once a month and provide only basic medicines. When displaced persons suffer from serious illnesses requiring hospitalization or specialized treatment, there is no adequate financial support.
The Government should bear the cost of treatment for all serious medical conditions affecting IDPs until they are safely rehabilitated. Where direct payment is not possible, a transparent reimbursement mechanism should be established through the respective Sub-Divisional Officers (SDOs) or Deputy Commissioners (DCs) to reimburse genuine medical expenses without unnecessary delay.
4. Ensure Timely Delivery of Welfare Schemes
The Government must ensure the prompt implementation of all welfare schemes meant for eligible IDPs, including Ema Nongthang Leima, Old Age Pension, Widow Pension, and other social security benefits.
Many displaced families have already submitted applications but continue to wait for assistance. As one of the most vulnerable sections of society, IDPs deserve priority in the implementation of all welfare schemes until they are safely rehabilitated and able to return to their homes.
The people living in relief camps have already endured immense hardship. They deserve not only sympathy but meaningful action. The Government must respond with urgency and ensure that no displaced family is left behind in accessing education, healthcare, food security, and social welfare.
The welfare and dignity of Internally Displaced Persons must remain a top priority until lasting peace is restored and every displaced family is safely rehabilitated.

We submitted a memorandum to the Hon’ble Governor demanding the resignation of the Union Minister of Education, Shri Dharmendra Pradhan, on moral responsibility for the repeated question paper leaks that have shattered the aspirations of millions of students.
We have also demanded a full and meaningful debate on this issue in Parliament. Parliament is the highest democratic forum of the nation, where matters affecting the future of our youth must be discussed transparently and responsibly.
Denying a debate in Parliament amounts to bulldozing the spirit of democracy and undermining the Constitution of India. The Government must stop evading accountability, allow a discussion in Parliament, and take concrete steps to restore the confidence of students and their families in the country’s education system.

Constitutional Questions to the Government of Manipur Regarding the Appointment of Government Spokespersons
The Government Order dated 14 July 2026 appointing two Hon’ble MLAs, who are not members of the Council of Ministers, as Government Spokespersons raises important constitutional and legal questions requiring public clarification:
1. Source of Legal Authority
Under which provision of the Constitution of India, any statute, statutory rule, executive instruction, or other valid source of law has the office of “Government Spokesperson” been created ?
2. Consistency with Articles 163 and 164
Since executive power and responsibility are exercised through the Council of Ministers headed by the Chief Minister under Articles 163 and 164 of the Constitution, on what constitutional basis have non-Minister MLAs been authorised to officially speak on behalf of the Government ?
3. Doctrine of Collective Responsibility
How is the appointment of non-Minister MLAs as Government Spokespersons consistent with the principle of collective responsibility of the Council of Ministers to the Legislative Assembly under Article 164(2) ?
4. Financial and Administrative Implications
If the appointees are entitled to any salary, allowances, staff, office accommodation, vehicles, security, or other Government facilities, under what legal and financial authority are such expenditures being incurred from the public exchequer ?
5. Public Office and Office of Profit Concerns
Does the appointment create a public office under the Government, and if so, has the Government examined whether such appointments raise any issue relating to “office of profit” under Article 191 of the Constitution ?
6. Absence of Legal Citation in the Government Order
Why does the Government Order not specify the constitutional, statutory, or executive authority under which such appointments have been made ? Should not the source of power be expressly identifiable whenever the executive creates or fills a public office ?
7. Constitutional Convention and Precedent
By constitutional convention, Government Spokespersons are ordinarily designated from among Ministers who are collectively accountable to the Legislature. What exceptional circumstances justify the departure from this established constitutional practice in Manipur ?
The appointment of non-Minister MLAs as Government Spokespersons appears constitutionally unusual and warrants a clear explanation from the Government regarding its legal basis, financial implications, and compatibility with the constitutional scheme of executive responsibility, collective accountability, and parliamentary democracy. The people of Manipur are entitled to know under what authority these appointments have been made.

The Congress Party delegation accompanying me included former Minister Shri M. Hemanta Singh, former MLA Shri Y. Surachandra Singh, SC Chairman and MPCC leader Shri A. Oken Singh, MPCC General Secretaries Shri S. Jeeten Singh, Md. Wahidur Rahaman and Shri W. Shyamjai Singh, MPCC Secretary Shri Angshil Maring, Chairman of the Sports Department of MPCC Shri W. Rojit Singh, Chairman of the Labour Department Shri T. Loken Singh, President of MPYC Shri W. Anand Singh, and retired Major Shri Y. Angamba Singh.
During the inspection, I found serious security lapses and negligence on the part of the Government. The site is located very close to the gate of the GOC, 57 Mountain Division, which raises serious questions regarding the lack of proper security coordination between the State Government and the Central security forces.
I am deeply concerned that, even after three years of conflict, such incidents of arson continue to occur, sending a disturbing message that peace and normalcy have yet to be restored under the present government.
Later, our delegation met Major General Shri Shubhankar Basu, GOC, 57 Mountain Division, and Brigadier Shri JBS Rathi. During the meeting, Congress leader Shri A. Oken Singh and IDP representative Shri Ravi Singh also participated.
The delegation discussed the need for security rearrangement and repositioning to prevent future security lapses. We also urged the authorities to make every possible effort to restore peace and deliberated on several other measures necessary for bringing lasting peace and security to the state.

I am happy to hand over electric vehicles and hearing aids to persons with disabilities under the Composite Regional Centre (CRC), Takyel, Imphal.
These assistive devices will help improve mobility, communication, and the quality of life of the beneficiaries. Such initiatives play an important role in ensuring a more comfortable life and upholding the dignity, inclusion, and empowerment of persons with disabilities.
I extend my best wishes to all the beneficiaries and commend everyone involved in this noble initiative.
I also sincerely appreciate the dedicated efforts and excellent services rendered by Shri N. Khoiba Singh, Director, CRC Imphal, along with Dr. P. Lenin Singh and Dr. Ng. Jayaluxmi Devi, for their outstanding contribution and commitment towards the welfare and empowerment of persons with disabilities.
Why has there been a fresh incident of house burning at Kanto Sabal Leikai today, despite the area being located very close to the Assam Rifles and Army Camp at Leimakhong ?
Why has violence escalated again just a few hours after the de-escalation statement made by the Hon'ble Chief Minister of Manipur ?
What exactly is the role of the Central and State Governments in these repeated incidents? The people of Manipur deserve clear answers.
The continued silence and inaction of both the Central and State Governments only raise serious concerns and are perceived by many as adding fuel to the fire.
The people of Manipur must remain vigilant and united in seeking truth, accountability, justice, and lasting peace. Manipur cannot afford to witness further violence and suffering.

It is time to open our eyes. The Government has chosen to remain asleep while Manipur continues to suffer.
Every passing day brings fresh incidents, growing insecurity, and deepening uncertainty about our future. Instead of restoring normalcy and rebuilding public confidence, the Government appears indifferent to the pain and concerns of the people.
Our youth are growing increasingly frustrated. Unemployment is rising, opportunities are shrinking, and many are losing hope in the future.
A generation that should be building Manipur is being forced to struggle for survival.
A Government that fails to ensure peace, security, and livelihoods loses the trust of its people. Manipur deserves better. The people deserve answers, accountability, and decisive action.
How long must the people wait ? How many more lives and dreams must be sacrificed before the Government finally wakes up ?
