Most pathogenic viruses and bacteria are as such delicate outside the body and can be inactivated by soap. Even HIV loses its infectivity fast within minutes of soap contact. HIV dies within minutes when outside the human body. But does that make HIV any less harmless?
Soap and water can reduce the rabies virus on the skin but cannot remove the danger once it has entered tissue through a bite. If the dog was rabid, even a small bite can inject the virus past the skin barrier into the blood. That is why vaccination and/or rabies immunoglobulin is a must after any suspected exposure.
Rabies prevalence is low not because the virus is delicate or the disease is mild, but because it is a dead end. Once symptomatic, both the dog and the human die quickly. If dogs could survive rabies while remaining carriers, humanity would face an existential threat without drastic control measures.
So please, do not downplay the Rabies Lyssavirus.
