Likely went like this: During safety inspection mechanic noticed broken rear wiper. Then told her he removed it because with it on the car she'll fail so she can buy a new one later. Maybe she insisted he leave it on and pass her anyway. She didnt understand beurocracy so she called him a thief. That's my take. Whats yours?
