That leaves 2 big holes in the KY legislature with 2 of its most steady, most quietly powerful members (Upchurch & fellow retiring lawmaker/road committee chair Sen. Jimmy Higdon) retiring.

This upcoming session will be Senate Transportation Chair Jimmy Higdon's, R-Lebanon, last one. He's not running for reelection next year.
Pretty big shoes to fill both in his district and in the very powerful committee role.

From @KYSenateGOP: FRANKFORT, KY Senate Budget Chair Chris McDaniel, R-Ryland Heights, and the Senate Appropriations and Revenue (A&R) Committee will meet on Wednesday to present the Senate’s biennial budget proposal and transformational one-time investment proposals.

Both Osborne and Stivers indicate they won’t pursue educator raises outside of the per-pupil SEEK formula. They also say there’s not appetite in their caucuses for Universal pre-K.
Those were probably the 2 splashiest proposals in Beshear’s budget.
Lexington Democratic Rep. Ruth Ann Palumbo, who's been in the legislature for more than 30 years, is not running for re-election.
Her son James filed an intent to spend on a campaign earlier this week.
Picked a bad time to take two consecutive long calls, so I missed this but: Democratic Whip Rachel Roberts, D-Newport, is NOT running for re-election.
That leaves Caucus Chair Cherlynn Stevenson of Lexington as the only member of House Dem leadership running again.
Looks like we have a candidate for Scott County’s HD62 (Rep. Phillip Pratt’s seat): GOP Scott County Sheriff Tony Hampton, who has Pratt’s backing.
Dem Gov. Andy Beshear won this district by ~7 pts, but it’s otherwise Republican-leaning.
