The Constitution is clear and non-negotiable. Article I, Section 4: “The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations…”
Congress is responsible for setting the laws that secure federal elections. States run the day-to-day operations. Congress sets the national baselines. That is the Framers’ design. Congress has failed that mission.
