Saying they were misled gives away that your policy is to believe one group of people first based on accusations alone, make arrests on that basis and ask questions later. Henry was on the ground dying, I can't imagine he was much of a flight risk. A competent or impartial Officer would have investigated first, then made arrests based on preponderance of evidence.
