🚨Clash Among Senator-Judges Over Floor Manifestations
Earlier, Sen-judge Robin Padilla took the floor on a personal manifestation to clear his name regarding reports that he had "snubbed" an Ombudsman summons.
In response to Padilla using trial hours for personal defense, Senator Erwin Tulfo rose to object, which sparkled an intense floor debate among senator-judges on whether trial time should be reserved strictly for the impeachment proceedings rather than personal manifestations.

🔸Senator Erwin Tulfo
“Let us not forget it’s an impeachment court. This court is established one thing and one thing only for the impeachment trial of the Vice President. Dito pwede siyang magsalita, ito ang oras niya at hindi oras ng iba."
“Because the time we waste here to defend ourselves, defend what we believe or what have you is an injustice to the Vice President. 'Yung oras po na ito dapat ilaan natin sa pakikinig sa depensa ng Vice President sa mga akusasyon laban sa Vice President, hindi po pagdedepensa sa mga sarili natin. Kung tayo ay inaakusahan ng kung anong mga ahensya, kung tayo po ay may mga kaso may mga imbestigasyon, this is not the right forum. This is not the right place. Dapat sa session natin."*
“Justice delayed, justice denied."
“We wasted 26 minutes for nothing."

🔸Senator Alan Peter Cayetano
“Regarding the waste of time here, sabi ni Senator Joker Arroyo, 'It is useless to argue a legal point with a non-lawyer.' When senator Marcoleta brought that here, nagkaroon ng commotion. So let me give my own interpretation: the impeachment court is formed with lawyers and non-lawyers, and we interact, and it's for everyone, and we're equal… Ang legal principle natin today is simple: integrity ng court."
“The integrity of the court and the justices or judges is always relevant. So if the Supreme Court or Comelec, Court of Tax Appeals, Sandiganbayan is being heard and the judges are being threatened, you give them time. We cannot take the impeachment out of context."
“Kwe-questionin niyo si Senator Padilla, it was all over the news na hindi niya inintindi or he snubbed the Ombudsman… Senator Padilla just stood up to say sumusunod siya sa batas."
“Hindi kami ang nag-waste ng time. We can have a caucus, we can talk about it. You want to debate that now?"

🔸Senator Kiko Pangilinan
“Rule 6 of our impeachment rules, Mr. President, which was quoted by Senator Cayetano as being suppletory, that refers to..." [Pushing back that suppletory rules do not permit unrelated privileged speeches or manifestations during an active trial].
———
🔸Senator Vicente "Tito" Sotto III
“I do not have four years of law, but I have 29 years of lawmaking."*
“And I move that the manifestations we have heard be referred to the Senate proper."
