President William Ruto only rejected the Finance Bill 2024, but he assented and signed the appropriation bill 2024.
We have been dwelling more on the Finance Bill (revenue raising mechanisms), but we never paid attention to the appropriation bill (expenditure schedule). What is this that Treasury had proposed to spend on? Why were we planning to raise more than KES 3 billions? It is because already there was an expenditure schedule that was already shared. Unfortunately, Ruto signed his expenses, which we can't change through social media. We can go to parliament or repeal the appropriation bill 2024 that he signed (which is impossible)! All those budget cuts that Ruto announced were lies because the appropriation bill is already a law. Now, let's go back to the drawing board. The enemy is the appropriation bill 2024.
