Yes,people wanted to build houses in those areas. But who gave the approvals? Most of these submerged areas are approved layouts and buildings. Blaming the people first is sad. People will have to take some of the blame too. But they are not primarily at fault as he seems to be saying. Had Governments been firm in witholding approvals they could have created satellite towns a few kilometres further away on higher ground and away from water bodies.
