1. reading widely,
2. focusing less on quantity of papers, & more on research quality,

My 2¢: the "scientific" degree/course req for practice before the @USPTO should go.
If anything, reg exam should just include more ?s testing ability to apply patent frameworks that require general sci/tech reasoning.
