The full official text of all 10 points has not been publicly released in detail by Iranian authorities and Al Jazeera, CNN, The New York Times and other media outlets have outlined the key elements.
1. Guarantee of non-aggression: Legal and binding assurances that Iran will not be attacked again by the U.S. or Israel.
2. Permanent end to the war: A definitive resolution rather than a temporary ceasefire or pause in hostilities.
3. End to Israeli strikes in Lebanon: Cessation of attacks on Iranian allies, particularly Hezbollah.
4. Lifting of all U.S. sanctions: Removal of both primary (direct on Iran) and secondary (on third parties dealing with Iran) sanctions.
5. End to regional hostilities against Iranian allies: Broader de-escalation across fronts, including proxy conflicts.
6. Reopening the Strait of Hormuz: Iran would lift its de facto blockade or restrictions on this critical shipping route.
7. Imposition of a shipping fee: Iran proposes charging approximately $2 million per ship transiting the strait.
8. Revenue sharing: Splitting the fees with Oman (which borders the opposite side of the strait), with Iran’s share used for post-conflict reconstruction and infrastructure repair.
9. Recognition of Iran’s right to uranium enrichment: Affirmation of Iran’s enrichment activities under the Nuclear Non-Proliferation Treaty (NPT), along with termination of relevant UN Security Council and IAEA Board of Governors resolutions against Iran.
10. Additional elements (including withdrawal of U.S. combat forces from the region, compensation/reparations for damages, continued Iranian control over the Strait of Hormuz, and rules for safe passage).
