Today, we are hopeful that tomorrow’s Supreme Court decision will uphold the humane approach.
Our suggested solutions:

Make sterilization mandatory for municipal bodies with monthly targets & strict reviews

Mandatory vaccination for all pet dogs

Shut down all illegal & unethical breeding centres

Promote adoption drives & awareness campaigns

Arrange feeding with help from RWAs, AOAs & local caregivers

These are the only humane ways to manage stray dogs.

-Breeder Regulation: Mandates registration for dog breeders with approved facilities.
Reporting Obligations: Requires reporting of all breeding activities, incidents, and their outcomes.

Financial Structure:
-Registration Fee: Sets a minimum annual per-dog registration fee of 10,000 rupees to fund stray dog shelters.
-Mandatory Health Insurance: Requires insurance for dogs, covering the pet and third-party damages (e.g., bites).
-Insurance Cess: Allocates a portion of insurance costs as a cess to fund government dog clinics and "put-off" (euthanasia) facilities.
-Bite Incident Costs: Extracts "put-off" charges from owners in case of bites, with compensation paid by insurance companies.

Economic Benefits: Revenue Generation:
The potential for significant government revenue from fees and insurance.
Job Creation: Opportunities for employment through shelters, clinics, and regulatory roles.

Health and Compliance Measures:
-Mandatory Annual Health Check-Up: Mandates an annual veterinary health check for all dogs.
-Transparency and Traceability: Ensures all processes (registration, health checks, incidents) are transparent and traceable.
-Penalties for Non-Compliance: Imposes a permanent ban on pet ownership for offenders via a demerit points system for poor compliance.
-Last but not least: Random checks by an Animal welfare inspector or after a complaint is made via an established complaint Mechanism. Training provided to these inspectors in animal behaviour to see the signs of violence and desertion. Impose a call-out fee on the owners.

So glad to hear that the Honourable CJI has agreed to look into the ruling about stray dogs in NCR. Passing a law and implementing a law should be firstly humane and secondly the infrastructure and sensitivity needs to be taken care of.
Are stray dogs our collective community humanitarian responsibility? Yes. Can they be a menace ? Yes. I’m glad the SC ruling has started this larger conversation. I love animals but will I be able to justify it to a family that has lost a loved one to rabies or dealt with serious injuries ? No. Impounding the entire population of dogs might not be a good idea or feasible. So let’s as citizens look at alternatives. The only alternative is large scale and cyclic neutering and maybe redistributing or capturing of aggressive packs that have become very territorial. This is a long term possible solution that over the years will reduce the numbers. Also adopt as many as you can and be actually responsible for them. I know I have.

We should learn from these countries

Portugal – Nationwide sterilisation & vaccination drives, coupled with adoption incentives. Euthanasia banned for healthy animals.

Netherlands – Achieved “zero stray” status without killing a single dog through mass sterilisation, microchipping, strict breeding laws, and heavy fines for abandonment.

Chile – Mobile veterinary units provide free spay/neuter services in rural and urban areas, making prevention accessible to all.

Listen, I’m not some animal rights activist. I think every single stray dog needs to be vaccinated, sterilised, and released into safe surroundings. Those who bite humans should be rehabilitated or put into a shelter.

But how on EARTH and WHY are you putting EVERY SINGLE STREET DOG in Delhi in a shelter?

Pehle toh aapke paas shelter nahi hai, aur order implement ABHI honi hai. What is the government doing? Releasing them into the forest! Into the ridge! How the hell will they survive?

What is worse, they have absurd rules - you cannot adopt any dog that has been put into a shelter. So what will a puppy who has been picked up from the street today do? Live the rest of his life in a sarkari prison?

The Supreme Court is correct to worry about a rise in rabies cases. But the solution is not this ABSURD, IMPRACTICAL, and INHUMAN plan to throw all our street dogs into poorly managed, poorly built shelters in the middle of nowhere.

GLOBAL examples have shown that there is only ONE solution to this problem: vaccinate, sterilise, and release. Why does the government not want to follow SUPREME COURT RULINGS directing the MCD to carry out sterilisation drives?

With all due respect to the Supreme Court, today’s verdict is not based in legal precedent nor in common sense or scientific fact. Aur toh aur, it goes against laws put in place by Parliament because of leaders like @Manekagandhibjp ji. This is a classic case of judicial overreach by a judiciary that has forgotten that it cannot invent the law.

Finally, baat rahi of long term solutions. Most strays were once pets bought from sasta breeders who don’t care about animals.

What happens when the dog that Dimple Aunty bought for her son’s birthday is thrown onto the streets one year later? When he mates with another dog abandoned by another careless owner and has kids on the street?

How many dogs will you keep transferring to these shelters - and for how long?

Look at the condition of the gaushalas constructed by this government. Look at the failed policy of trying to send monkeys to shelters. Jo gay ko sambhal nahi paaye, jo Dilli mein bandaron ki samasya ka hal dhoondh nahi sake, woh kutton ki kya izzat karenge?

MCD ki incompetence ki keemat hamare strays kyun bhare? @gupta_rekha ji, reconsider your decision. You still have time. We can work together to ensure Delhi’s streets are safe for dogs AND humans.
