@DianaAyalaNYC @nycpix The alternative is to reduce density of harm reduction and drug treatment programs in Harlem, so drug users are more spread out and would not engage in open air drug scene here. Also we need to put people to dissuasion committees like in Portugal to deter open air drug use.
