Penalties "deciding the game" isnt a problem on its face. Dont commit the penalty, problem solved.

The bad officiating, throwing the flag for a non-existent penalty (or not throwing one for a penalty) is the problem. That is what can influence game outcomes in a suboptimal way.

Terrible idea. If that happens, DBs will just be coached to tackle the receiver on any deep pass.

What needs to happen is officiating accountability for BS calls, regardless of what it is. Refs need to face fines/suspensions for terrible calls.
