@LukeB_MTB Well a school could remain a stand-alone Maintained school if that's what a GB feels is in its best interest. No-one can force federate a school, it's a choice.
@LukeB_MTB Sorry, I don't follow - is there more to it than the article implies? LA can't enforce federation after all. It can offer option(s)/ideas but can't stop a school GB trying other means to become sustainable (as referenced in article).
@LukeB_MTB Don't know the details of this proposal but federating doesn't necessarily mean creating new tiers of management and could be a model to allow small(er) schools to survive by sharing resource. It's an option, but so is status quo if GBs have their own plans to remain sustainable.
@LukeB_MTB Federations and MATs are technically though quite different beasts. Schools would remain maintained by the LA if they federated, staff still employed by LA. Same onus for balancing budgets on Fed GB as for individual GBs. Massive undertaking though.
When the Tory party chairman lists education as a major achievement of their government, and lauds the implementation of phonics as an example, you realise how narrow their view of success is and how distanced from the concerns of the sector they are.
