Are Somalis in Minnesota taxed by the Somalian Khaatumo government while American taxpayers subsidize their lives in the United States?

That question deserves an answer.

In this video, Mahmoud Omar Isse (Xiirrey) promoted multiple Khaatumo government initiatives, celebrated his government’s battlefield victory, and reaffirmed his support for its military campaign by declaring that Khaatumo stands for the “Blue Revolution.”

Isse is celebrating a battlefield victory in which Abdi Madobe played a crucial role—the same Abdi Madobe a U.N. report places in command of 200 fighters in its account of al-Shabaab’s expansion into North-East State.But Isse’s most revealing comment may have had nothing to do with the battlefield.“

You saw how the tax system works.”What tax system?Does the Khaatumo government tax the people it considers its citizens even when those people are living in Minnesota?

Are Somali immigrants in the United States sending tax payments to a foreign political administration while U.S. taxpayers simultaneously subsidize some members of that community through welfare programs? Because that is exactly what Isse’s statement appears to suggest and there is already a financial dimension to Khaatumo’s war effort.

Ali Bulqaas, the Khaatumo government spokesman for North America, seemingly pressured Somalis in the United States to financially support the same war Isse is now celebrating. The diaspora was not simply being asked to applaud events thousands of miles away. It was being called upon to put money behind them.

That makes Isse’s statement—“You saw how the tax system works”—far more significant.Isse leads what amounts to a Khaatumo shadow government in Minnesota: promoting government initiatives, championing its military operations, celebrating its battlefield victories and maintaining a political connection between Khaatumo and its diaspora constituency in the United States.

Shadow governments require funding just like any other government.

So where is that money coming from?
If Khaatumo considers Somalis living in Minnesota part of its political constituency, if its North American spokesman has pushed U.S.-based Somalis to financially support its war, and if Isse is publicly boasting about how its “tax system works,” then the obvious question is whether that tax system extends directly into Minnesota.

Who is paying?
Who is collecting? How much money is being collected?
Where is it going?
What is it financing?

If Somali residents of Minnesota are effectively being taxed by a foreign political administration—particularly one whose military victory involved a commander appearing in a U.N. report on al-Shabaab’s expansion—then this is no longer merely an obscure dispute about Somali regional politics.

"Colonel" Yasiin Xuuf left Minnesota in 2023 to lead a militia in the Khaatuno controlled region of Somalia.
Where did he receive the training to lead an army and how did he procure rocket launchers and PKM machine guns for the Khaatumo militia. That isn't something you stumble into. Did he coordinate the weapons procurement while still in the United States.

Al-Shabaab members like Abdi Madobe are members of the same militia as Xuff.

He's not registered as a foreign agent with the DOJ which could lead to a five year prison sentence.

Al-Shabaab Supporter - BLM Protest Organizer - Shadow Governor of Minnesota.
Protests and riots in America are frequently fueled by foreign actors — and Minnesota is a prime example.
On the left is Mahmoud Omar Isse, an unregistered foreign agent and open Al-Shabaab supporter. He serves as the senior U.S. representative for the SSC-Khaatumo government — and his supporters openly call him the “Governor of Minnesota.”

Isse runs a nationwide shadow government here in America. He raises funds for SSC-Khaatumo in the U.S., holds political rallies in military uniform, and floods his profile with Somalian and SSC-Khaatumo government propaganda. But Isse never registered as a foreign agent with the Department of Justice as required by federal law.

Even more alarming: Isse openly backs SSC-Khaatumo General Abdi Madobe, designated by the UN Security Council as an Al-Shabaab commander who led 200 fighters in the region. (See UN Security Council report S/2025/777)

How can the United States survive if our government allows Islamic extremists to openly collaborate with American politicians while they govern Somali immigrant communities inside our borders?
