ಕರ್ನಾಟಕದಲ್ಲಿ ಬೆಂಗಳೂರನ್ನು ಹೊರತುಪಡಿಸಿ ರಾಜ್ಯದ ಇತರ ಯಾವುದೇ ದ್ವಿತೀಯ ಹಂತದ ನಗರಗಳಿಗೆ ಒಂದು ವ್ಯವಸ್ಥಿತ ಮತ್ತು ದೀರ್ಘಕಾಲೀನ ಕೈಗಾರಿಕಾ ಯೋಜನೆಯೇ ಇಲ್ಲದಿರುವುದು ಆಡಳಿತದ ಬಹುದೊಡ್ಡ ವೈಫಲ್ಯ. ಈ ನಗರಗಳಲ್ಲಿ ಬೆರಳೆಣಿಕೆಯಷ್ಟು ಕಾರ್ಖಾನೆಗಳು ಯಾವುದೇ ಗುರಿಯಿಲ್ಲದೆ ಅಲ್ಲಲ್ಲಿ ಚದುರಿ ಹೋಗಿವೆಯೇ ಹೊರತು, ಭವಿಷ್ಯದಲ್ಲಿ ಆಯಾ ನಗರಗಳನ್ನು ಯಾವ ನಿರ್ದಿಷ್ಟ ಕೈಗಾರಿಕಾ ವಲಯದ ಜಾಗತಿಕ ಕೇಂದ್ರವಾಗಿ ಬೆಳೆಸಬೇಕು ಎಂಬ ಯಾವುದೇ ಸ್ಪಷ್ಟ ನೀತಿ ಅಥವಾ ‘ಮಾಸ್ಟರ್ ಪ್ಲಾನ್’ ಸರಕಾರದ ಬಳಿ ಇಲ್ಲ. ನಿರಂತರವಾದ ಈ ದೂರದೃಷ್ಟಿಯ ಕೊರತೆಯಿಂದಾಗಿಯೇ ನಮ್ಮ ಇತರ ನಗರಗಳು ವ್ಯವಸ್ಥಿತ ಕ್ಲಸ್ಟರ್‌ಗಳಾಗಿ ರೂಪುಗೊಳ್ಳದೆ, ಸಣ್ಣಪುಟ್ಟ ಉದ್ಯಮಗಳಿಗೆ ಸೀಮಿತವಾಗಿವೆ.
