Piracy is the most effective way to preserve movie history, whether you like it or not... Especially older obscure films... Great filmmakers understand that fact... Werner Herzog is certainly one of them.
There are millions of cinephiles today who wouldn't have been exposed to great films if not for piracy. In countries like India, it is the only way to watch older movies, since the other options are unaffordable for normal working people.
Most studios & almost all the streaming platforms don't care about preserving movies, but the pirates do. We are forever indebted to their passion & hard work.
