My Latest Commentary: Contested Rules, Contested Legitimacy: Somalia’s Constitutional and Electoral Conundrum
Now that the FGS has concluded the constitutional review process, the key question is which constitution is legitimate—the Provisional Federal Constitution or the recently amended version—and how this development will affect the upcoming electoral process.
I answer this question in this @somalipubagenda commentary:

Grateful to have participated in this workshop and collaborate with researchers and practitioners addressing digital harms in Somalia.
Thanks to @howtobuildpeace for the organizing, tools and knowledge shared as well as fellow participants for the valuable discussions.
Our Researcher, @IbraJibril_, and Executive Director, @MahadWasuge, participated in a three-day Somali Digital Harms Initiative inception workshop organized by @howtobuildpeace in Nairobi, Kenya, from 14–17 February 2026.
The workshop brought together researchers and practitioners to frame and understand Somalia’s information ecosystem, digital context, and priority digital harms across social media platforms. Discussions examined misinformation and disinformation, hate speech, polarizing and manipulative narratives, and the political and social dynamics that enable these harms. Participants also mapped key state, civil society, private sector, and individual actors relevant to prevention and response, with a focus on strengthening digital regulation and policy implementation.
The program included hands-on training using the Phoenix social media analysis tool to capture and analyze dominant online discourses, narratives, and topics shaping public debate.
Upon conclusion, a working group was formed, including Somali Public Agenda (SPA) and @SomaliaPdrc, to support the next phase of social media analysis and coordinated engagement on digital harms in Somalia.
Our Executive Director, @MahadWasuge, attended the @SomaliREN Annual Council Meeting and Annual Leaders’ Retreat, held in Nairobi on February 14–15, 2026.
The conference brought together 31 member institutions—29 universities and two research institutions—to review SomaliREN’s 2025 performance and plans for 2026. Findings from the SomaliREN Higher Education e-Readiness Assessment Report were also presented and discussed.
In addition to member institutions, representatives from other research and education networks from Kenya (Kenya Education Network), Uganda (Research and Education Network for Uganda), and Tanzania (Tanzania Education and Research Network) presented their structures and shared their work with SomaliREN member institutions.
Collaboration in research among universities and research institutions was also discussed during the meeting.
SPA officially joined the network in May 2024 and actively contributed to the two-day deliberations.

This #study explores how religious interpretation, societal cultural norms, trust in government, and perception of tax fairness influence tax compliance in #Somalia.
The study findings suggest that both the federal and state levels in Somalia need to rebuild taxpayers’ trust in tax collection authorities.

This policy paper authored by @IbraJibril_ examines the first voter registration process conducted in Mogadishu in more than 55 years. It analyses the overall voter registration process led by the National Independent Electoral and Boundaries Commission (NIEBC) and identifies key limitations and operational flaws.
The policy paper also explores public experiences and perceptions of the process through an online poll conducted in October 2025, following the conclusion of the voter registration process.

Speaking to @AlJazeera, our Executive Director, @MahadWasuge, discusses how rapid urbanization and increased real estate investment in Mogadishu have created a largely undocumented form of gentrification that pushes the urban poor to the city’s periphery.
SPA team members attended the East African Community Conference (#EACON2025) held in Mogadishu on 7–8 October.
Our researcher @FarhiaMohamuud moderated the first panel on Somalia’s journey toward full integration into the East African Community (EAC). The discussion explored the legal frameworks, institutional readiness, and economic dimensions of Somalia’s integration process.
Panelists included Dr. Abdisalam H. Omar, Presidential Special Envoy for the EAC; Mohamed Isak Fatir, Director General of EAC Affairs at the Ministry of Foreign Affairs; Lee C. Sorensen, Team Leader / Senior Expert, Support to EU–Somali Dialogue on Investment and Trade, Cowater International; Björn Richter, GIZ Cluster Coordinator for the East African Community (EAC); and Dr. Felix Otieno Odhiambo, Lecturer at the Kenyatta University in Nairobi, Kenya.
