The elements paper of the 4th International Conference on Financing for Development (FFD4) is out! After collecting and analysing close to 300 inputs, my team at UNDESA supported the co-facilitators in the preparation and release of the paper.
The latter will be the base document for discussion during the Second PrepCom from 3-6 December at the UN in New York. The event will be in an opportunity for all stakeholders to reflect on the paper and share priorities for the FFFD4!
Financing needs in #LMICs are at a record high, and @gavasmikaela & @SPleeck argue the EU's financial toolkit isn’t up to the challenge.🇪🇺
They suggest mixing grants w/ loans, boosting EIB's flexibility, & re-assessing guarantee instruments ⬇

On top of aid cuts, additional worrying signs for Dutch ODA, as potential future minister for foreign trade and development aid (a change from "development cooperation" previously suggested the latter should be abolished. https://t.co/OFYCeV1p6L
Grim outlook for ODA in the new Dutch coalition's agreement. Increasing cuts throughout the next four years which if effectively applied could result in Dutch ODA being cut by 35% in 2027 and 2028 based on 2024 level.
The prospective next Dutch government plans ODA cuts of €300 million ('25) and €500 million ('26) followed by cuts of €2.4 billion in 2027 and 2028. The latter period is however beyond the typical lifespan of a Dutch government.

New: our @CGDev analysis confirms that #climatefinance exceeded $100bn in 2022
The @OECD will claim this meets the UN goal due in 2020.
But was this finance additional?
And what does it mean for the new goal to be agreed at #COP29?
5-point🧵

New UK aid stats released today for 2023.
Headline is that spend is 0.58% of GNI
But this masks that - given record spend on refugees - over half of the UK’s bilateral aid spend was in the UK leading to further cuts in overseas programming.
Six key takeaways:
