It comes as a shock if the customer presents cheque for payment. Unblocking after submission of request and KYC all a hindrance

Positive Payment System in Banks, req for cheques issued for 5 lakhs and above puts drawer, onus of informing bank. If not, cheque will be dishonoured. Is this legal??
