There's no reason why countries can't make the Space Sustainability Rating (SSR) a requirement for providing non-state actors, authorization to conduct space operations and activities. To Earth's governments: Step up and lead us into an era of space exploration and resource utilization founded in space environmentalism and sustainability!
Let's see which government will be first across the line on doing this...Using the SSR in this manner is a lot more measurable than stating zero debris or space sustainability policies.
