Let me tell you something. Even if this act is past, it will change nothing about California. Even if voter ID is required to vote, the people in California who are working at the polling stations will simply ignore the law and let anybody vote without ID. The rot in California is extremely deep and it’s cultural and institutional and it’s everywhere.
