The Logic: Since both paap and punya are forms of "bondage" that keep you in the cycle of birth and death, they don't need their own separate categories. They are sub-types, not fundamental tattvas.
The beauty of Jain philosophy is in its precision. While many recognize the 9 Tattvas, Digambara tradition focuses on 7 Tattvas as map of soul’s journey.

Nav Tattvas description:
Jiva (soul):
All living beings are called Jivas. Jivas have consciousness known as the soul, which is also called the atma (soul – chetan). The soul and body are two different entities. The soul can not be reproduced. It is described as a sort of energy which is indestructible, invisible, and shapeless. Jainism divides jivas into five categories ranging from one-sensed beings to five-sensed beings. The body is merely a home for the soul. At the time of death, the soul leaves the body to occupy a new one. Tirthankaras have said that the soul has an infinite capacity to know and perceive. This capacity of the soul is not experienced in its present state, because of accumulated karmas.
Why Digambar tradition emphasis on 7 tattvas? Punya (merit) and Pap (demerit) are simply types of Asrava (the way water enters) & Bandh (how it sticks).

ASI (under whose pressure don't know) forcibly took the rights of renovations and reconstruction from Trust and did it by themselves and later on widout seeking any permission from jain Trust directly passed on it to hindu Trust, who modified-converted it in the name of restoration.
