Out of the 6 million total Muslim votes cast, 4.5 million went to the Muslim League, whose primary agenda was the creation of a separate country—Pakistan.

Many of those 4.5 million voters were from Muslim-minority provinces (such as UP), where the League enjoyed strong support. A significant number of its supporters and leaders in these regions chose to remain in India.
