It is called Windows Health and Optimized Experiences.
It starts automatically every time you boot. It monitors your CPU, thermals, and battery then sends data to Microsoft every 15 minutes.
It was built for laptop battery management. If you are on a desktop gaming PC it does nothing for you except run in the background.
Open Services and check if it is already running on your PC right now.

MSI Af is just not reporting correctly & accurately.
I've been saying this for years on my X with tests proving how bad it is vs CapFrameX.
