LADBS permit data shows zero Palisades new duplex applications post-fire, and just two applications with main house + ADU.
There are 128 new unit permit applications in the Bwood-Palisades CPA since mid January, and of those 109 are eligible fire rebuilds. Of the 19 remaining, 14 burned, and I can find just 2 of those that sold to a new owner post-fire.
Not much evidence of “speculators” (so far), just painfully slow rebuilding.

LA’s Measure ULA passed with good intentions: tax high-value property sales to help low-income renters.
But the early evidence is sobering: transactions have collapsed, revenues have fallen far short, and housing projects are harder to build.
