A tense ATC moment unfolded at Houston when a Qatar Airways B777-F (A7-BFP) flight QR8357 crew misunderstood a taxi instruction and rolled onto an active runway 15R without clearance — immediately drawing a firm correction from the controller: “You were never cleared onto the runway… taxi to, not onto.” The pilot replied, “that’s what I heard,” before exiting and apologizing.
Under FAA phraseology, “taxi to runway 15R” does NOT include permission to enter the runway — unlike ICAO standards, which explicitly require “taxi and hold short runway 15R.” That added clarity removes ambiguity, especially for international crews operating across different systems.
While the Qatar crew bears some responsibility for not confirming clearance, the differing phraseology between the FAA and ICAO shows how easily misunderstandings can arise among pilots.
Moments later, the same Qatari crew interrupted another transmission asking, “was that for us?” prompting ATC to respond sharply: “You’re not listening to call signs… I said United, not Qatari” — adding that this confusion had been ongoing “the whole night.”
