The name literally comes from Aragua state, where the now disgraced Hezbollah top guy El Aissami was the governor of at the time it started to flourish from a simple union gang.

It's all but confirmed Hector Guerrero negotiated his freedom in exchange for handing over Tocoron, TdA's homebase in Venezuela — a prison with its own zoo, bank, nightclubs, baseball field etc. The prison, like many other Venezuelan ones, operated under Pranato, with Guerrero being TdA's pran. Bolivarian National Guard provides external protection to Tocoron while the Pran rules inside.

The Venezuelan regime has had many such similar agreements with other Prans, see el Conejo, and the 2011 rebellion of Yoifre and El Oriente.
