a policy memo, a press statement, a hearing record, even a blunt “your reporting is wrong and here’s why.” You chose a stack of signs that say a journalist has a small penis. That is not a rebuttal. It is an "odd" tantrum with lettering.
You work in a building paid for by people who expect adult government. Printing and handing out genital insults is not “sharp politics.” It is the move of someone who cannot, or will not, answer the actual claim:
that California is trying to punish people for looking at where public money goes. When the reply is locker-room graffiti instead of facts, it looks like you have nothing better. That is not merely unprofessional. It is the kind of thing that makes a reasonable person ask why *that* is what you reached for.
You can dislike Nick Shirley.
You can think his methods are theatrical. You can even think he is wrong. None of that requires you to turn a public confrontation into a penis contest. Doing it in Sacramento, on the clock, while representing an elected office, is the part that is weird.
Creepy is the extra layer:
