NEW PUBLICATION: @SaradaPD and @AshwiniKSwain argue in the chapter, ‘Re-Powering Rural Dignity: Rural Transformation Through Energy Transition’, published in the book 'Policy and Politics of Development in India', that the ongoing transition in the electric power systems from fossil fuel to renewable energy is an opportunity to rethink rural energy demand and thus restore rural dignity in the nation’s growth discourse.
They suggest ways to harness renewable energy, particularly solar energy, and reliable access to electricity to boost rural productivity in farm and non-farm activities, diversify rural livelihoods, and thus, contribute to building a resilient rural India.

NEW OP-ED: Odisha, as the pioneer of power sector reforms, now has an opportunity to create a model where "free power" and "market pricing" coexist by combining transparency, competitiveness, and compassion. Let consumers know the true cost of electricity, while governments transparently subsidise vulnerable households.
@ProfessorRamana and @SaradaPD write for Orissa Post on how the state should take responsibility for maintaining the financial viability of the electricity sector while ensuring social equity.

1/2 Call for Papers: @sonypadichal and @SaradaPD will be co-chairing a panel, ‘Multi-Level Governance and Adaptation Pathways: Cross-Scale Insights from India’ (panel code NR22) at the 6th India Public Policy Network Conference (IPPN) from 1-4 June 2026, organised by @NLSIUofficial. The CFP is now live and seeks papers that explore how multi-level governance arrangements shape adaptation decision-making, implementation, and outcomes across diverse sectors. There is a particular focus on contributions that examine cross-scale interactions, governance innovations, and the ways institutional structures enable or constrain effective adaptation.
2/2 Key takeaways from the discussion include:
- The transition from predictable to more variable energy systems will significantly shape the energy future of Odisha and should be envisaged as an industrialisation opportunity for the state.
- Institutional planning should be strengthened to ensure long-term resource adequacy in the electricity sector.
- Horizontal and vertical coordination remain key issues among stakeholders that need to be addressed further.
These discussions feed into SFC’s larger work on enabling energy transitions in Odisha and Eastern India.
1/2 SFC co-organised a workshop on ‘Re-Imagining the Energy Future of Odisha’, with @ximb_official, on 21 November 2025 in Bhubaneswar. @AshwiniKSwain and @SaradaPD moderated and participated in the sessions on Odisha’s energy future and grassroots initiatives on energy transitions.
On VGF on battery energy storage
Viability Gap Funding for developing battery energy storage systems is a positive move. However, it requires more allocation as it is one of the significant enablers of the energy transition. - @SaradaPD
A thread of comments by SFC researchers on the #UnionBudget24
On the proposed energy transition policy
The announcement on bringing out an energy transition policy is an important step towards India’s low-carbon development pathways and the 2070 net-zero goal. A comprehensive policy should ensure an effective and equitable just energy transition.
