Karthik’s revelations regarding unused, returned & diverted funds originally allocated for SC/ST people echoed in TN Assembly & Parliament. State's decision to establish separate legislation for regulating SC/ST Sub Plan was outcome of Karthik’s report, which exposed that the govt. had not spent around Rs 5,318 crore allocated for the welfare of SC people, over the past six years.

Utter lie. I studied Hindi as second language till class 10 in Pollachi, Coimbatore district, Tamil Nadu. Tamil was my third language, and I needed to learn it till Class 8.

My son got reasonably high marks in the main exam of 2007. He was the highest scorer in the mock interviews held at vajiram and tn house. On that afternoon interview there were 5 sc candidates. The panel chairman did not find any of them suitable!

How a small change in Interview Marks can change the overall rank of an SC/ST/OBC candidate?

To understand this, the data was reorganized as per the increasing marks obtained in the written marks for UPSC 2020 exam. The influence of interview marks would be clearly visible in this.

See the attached graphic and following observations are made:

(1) Now see carefully, Rank 15 student (a SC student) got 859 marks in the written marks. He or She was the second highest in the written marks. The gap in interview marks between the 2nd rank and 15th rank who received the same written marks is 31 marks. Now if he or she had got 20 marks more, He or She would have been in the top 5 at least.

(2)Now let us look at another candidate who got through the EWS reservation scoring 71st rank. 71st ranker was 12th ranker from the point of written marks, but again received very less in the interview. The candidate received just 143 marks which is disastrous. Now if the same candidate would have received the same average marks as other general category students, that is 180 marks, his total marks would have been 991 + 40 = 1031 marks taking him to the top 10 in the list.

(3) It is very difficult to see a person who articulates well in the written exams and who is a topper coming out as a complete failure in the interviews.

The list just gives only those students who are recommended, think of those students who attended multiple interviews and did not make it into the final list just because of lesser interview marks despite higher written marks.

(4) Let’s now look at the case of Rank 78 from OBC who got 836 marks and was one of the toppers and he managed very less marks in interview of 154 marks. Similarly, there was one more SC candidate who got 830 marks in written but got 161 marks in interview.

We can see that many SC/ST/OBCs tend to score less in interviews, although they got more in written exams.

It is surprising to see even EWS students scoring less.

However, the General Merit students, almost all except one or two, got more marks in Written Marks compared to Interview marks.

The reason may be to place these reserved categories at the bottom of the list to safeguard general seats. That may be one reason.

But whatever may be the reason, when we see the written marks, there is absolutely very less difference across categories. Interviews make all the difference.

But the problem in UPSC, is that the UPSC merit gets embedded as civil list seniority, where only the UPSC rank, age determine whether a person occupies a senior position.

This is the real pain of merit, where in the UPSC merit determined initially at the beginning of the career creates a block for reaching the top positions.

Age and the UPSC civil code almost makes it impossible for SC, ST, and OBCs to reach the higher echelons of civil services. Even the person who is outstanding will never be able to reach the top.

A small change in interviews can make a big difference in one's career.

So, this is where a minimum representation of atleast 50% should be mandated for the disadvantaged groups at the higher echelons of civil services.
