Ofwat has this totally made up, completely bonkers number which apparently represents some kind of notional value of water companies, regulatory capital value it called, the one that claims that Thames Water is worth £21,008,425,000 and govt says it would cost to nationalise the company. Told you, it's bonkers.

But it's also a figure that allows WCs to borrow money, so if you're TW and you're already £22 billion in debt you need to increase the RCV, easy build a £7.5bn reservoir and that gets added to the RCV bringing it to £28,508,425,000 bingo. Oh and you also get to multiple that by the annual rate of inflation. Happy days.

And who gets to pay for it all, yep TW's customers.
