The US government could do this quickly by imposing a one million dollar fee for every single H-1B in America, even if that H-1B worker has been working in America for several months.

Companies can quickly replace their H-1Bs with Americans or have the H-1Bs train their American replacements to get a refund for that fee.

@Jason Make each company that hired a single H-1b worker pay that fee, then put those fees in a pool and award it to the company or companies that create the best program or programs to train Americans. If companies want their money back, they would have to care about American workers.

@Jason The fee needs to be at least a million dollars per H-1B, and it would have to apply to every H-1B when it goes into effect, even if the H-1B worker has lived in America for several years.

$25-50k would have been a meaningful fee in the 1980s or 1990s, but not today.
