The honor killing law is seperate from the Ja'afari law (which is actually just vague sayyid theocratic justice), and has been in effect for decades. It was first introduced in the Baghdadi law under British administration.

ISIS hit Fezalar hard and a lot of their staff ran into trouble with them. after 2016 Erdogan pushed the krg and Baghdad to close the schools, and they ended up being sold. some staff are still stuck in Iraq with no way to travel, waiting on the UN or a smuggler.
