👉The Ukrainian authorities banned consular services for Ukrainian men living abroad since 23.04.2024

They even did not give issued passports to men (ordered before 23.04.2024) outside Ukraine for 11 months, even though they were paid for and ordered at the beginning of 2024. As a result, more than 80,000 people received their documents only in 2025. This led to job losses, loss of legal status and stability, and caused severe psychological harm.

Obtaining a new passport at a Ukrainian embassy or through the state enterprise "Dokument" in EU countries is only possible with a QR-code from the military application "Reserv+".

Our organization constantly receives emails from men who are unable to obtain the QR-code, and their appeals to embassies and military offices end with the suggestion to return to Ukraine. A video showing the consequences of such a return has already been viewed by 40 million people. In fact, it is impossible for Ukrainian men to obtain a passport outside of Ukraine.

The EU quickly responded when Lukashenko did the same (banned Belarusians from renewing passports abroad), by issuing temporary travel documents ("alien passports") for Belarusians. However, similar measures have not been taken for Ukrainians and issue has been ignored by EU authorities.

Our activists have organized numerous protests (for example, near the Ukrainian consulate in Gdańsk: https://t.co/AqHm8FKPlK) with slogans such as "Return Passports and Elections", "Stop Discrimination in Consular Services", and "We Are Not a Resource for War", but European media and politicians continue to ignore this issue.

By blocking the ability to obtain a foreign passport—without which legal residency documents in Europe and other countries cannot be issued — the Ukrainian government deprives people of their right to legal work and the ability to support their families❗️We also believe that such actions by the Ukrainian authorities could trigger a migration crisis.

Unfortunately, our organization faces censorship from Ukrainian groups in the EU, funded by USAID. As the head of the organization, I have personally been banned from all Ukrainian groups in the Czech Republic and cannot share my position.

European media also ignore the issue of Ukrainians being unable to obtain official documents abroad. That is why we ask for your help in breaking the information blockade, just as it happened with the videos on forced mobilization. Thank you 🙏
