Senator Dawn Keefer

PA State Senator Keefer proudly serving the 31st District in Cumberland and York counties.

I voted 𝗡𝗢 on the 2026-27 state budget. While it rejects broad-based tax increases and protects the Rainy Day Fund, it still spends beyond our means and relies on one-time fixes instead of lasting fiscal reform. PA families balance their budgets — state government should too.

PA THC products: no age limit. Candy-style packaging. No safeguards.

My PA Hemp and Cannabinoid Act would require buyers to be 21+, establish testing & labeling standards, & prohibit marketing & packaging designed to appeal to children.

We need clear rules that protect kids.

No proof of water. No development approval.

My SB 1287 passed the House and Senate unanimously and now heads to the Governor’s desk. It ensures adequate water resources are confirmed before final approval of development projects, helping communities plan responsibly.

@PASenateGOP Thank you so much for the birthday wishes!

A win for health care transparency!

The federal govt is strengthening price transparency so patients can compare costs. That's a step in the right direction! One we should build on here in PA.

My SB 752 would strengthen hospital price transparency & put patients first. Link👇

[HHS Rapid Response @HHSResponse]

Health information is a mess.

❌Useless information
❌Duplicative data
❌ No negotiated rates for services

@SecKennedy: “Today’s rule eliminates that kind of noise. @HHSGov estimates these reforms could reduce the size of our pricing files by 70% while making the information much easier to analyze.

If your retirement income is taxed under my School Property Tax Elimination Act, does that automatically mean you’ll pay more?

No. Under SB 962, retirees who use pension or retirement income to pay their school property taxes could actually pay less. See👇to find out.

How could the 𝑊𝑒𝑠𝑡 𝐶ℎ𝑒𝑠𝑡𝑒𝑟 𝑣. 𝑃𝐴𝑆𝑆𝐻𝐸 ruling affect stormwater fees & programs across PA?

I moderated a panel during the @Pa_LGC virtual symposium to discuss what the decision could mean for municipalities & taxpayers.

Thank you to the panelists & Commission!

💧Before new development is approved, let’s make sure there’s enough water to serve it.

The House Local Govt Cmte passed my SB 1287, clarifying that proof of adequate water supply must be provided b̲e̲f̲o̲r̲e̲ approval of final development plans.
Now it heads to the full House.

A win for Pennsylvanians today! This is what happens when we speak up and stand together.

[Senator Dawn Keefer @SenatorKeefer]

(2/2) This is what happens when people pay attention, speak up and refuse to sit on the sidelines.

Today is a win, but they’re playing the long game. Now, we wait to see what comes back in the resubmission.

Philly residents aren’t fooled by the digital ad tax sleight-of-hand.

I’m happy to sit down with @PHLCouncil to discuss SB962, my bill to end school property taxes that puts $300M into Philly schools in year 1. 🏡📚💰

More home ownership. More💲in the classrooms. Let’s talk.🤝
