@ContractorsBR They don't get much use because the effect doesn't last long enough to be useful. They need to have complete blindness and deafness for 10secs and then gradually regain vision and hearing. The recovery is too fast right now to be useful.

@ContractorsBR A scav reputation system, maybe even scav missions for a scav trader. Definitely a rep system though to discourage scav on scav violence.
