@Eweather13 Most likely soil hydrophobicity. Very common after dry periods such as winter and drought. Eventually that water will work its way down, but a good portion of it will be lost as it evaporates at the surface.

@BostonWxConsult I for one think the totals in the 95 belt are under, by 2 or 3 inches. That said, drifting makes it very difficult.
