As NEP 2020 @NEP2020 envisions integrating vocational education into mainstream schooling, reforms must also include investing in trainers, ensuring career progression, strengthening industry linkages and creating stable institutional support.

An emergency meeting of #JKVTWA, in collaboration with #JKECC & #JKTA @KJ@KJkecc, was held today under the chairmanship of President Mr. Shah Fayaz @ShahFay67820600 to address recent statements by Hon'ble Education Minister @sakinaitoo.

Terming Vocational Trainers engaged since 2016 as "backdoor appointments"—despite a transparent selection process via public advertisements, written exams & interviews under @JKSamagra—has deeply hurt & demoralized thousands of dedicated professionals serving for nearly a decade.

It is deeply disappointing that these trainers, previously recognized by the Hon'ble Minister @sakinaitoo herself as the "Backbone of Vocational Education," are now being accused of blocking permanent recruitment. Instead of a long-pending Job Policy, the community has been met with contradictory remarks causing widespread anguish.

J&K Vocational Trainers Welfare Association #JKVTWA, alongside #JKECC & #JKTA, will shortly hold a press conference to present the factual position, strongly condemn these statements and announce the future course of action regarding our ongoing indefinite strike.

We urge the Hon'ble Minister @sakinaitoo to verify official recruitment records, withdraw these misleading statements and acknowledge the invaluable contributions of VTs in Jammu & Kashmir.

IMPORTANT OFFICIAL UPDATE: JKVTWA

Following the announcement of our peaceful sit-in programme scheduled for 29th June 2026, the Association has today received an official call from the higher authorities inviting our delegation for a meeting to discuss our long-pending issues.

In good faith and to provide an opportunity for meaningful dialogue regarding the livelihoods and concerns of all 2,187 Vocational Trainers, the JKVTWA leadership has made the strategic decision to DEFER the proposed indefinite programme.

PLEASE NOTE: This is a deferment, NOT a cancellation. Our mobilization, preparations, and organizational efforts remain fully active. The final course of action will depend entirely on the outcome of the upcoming meeting and the concrete results achieved.

Until the meeting is held, we will continue our engagement with Vocational Trainers across J&K, strengthen our preparations, and obtain written consent for the indefinite strike.

We thank all 2,187 educators who have stood united throughout this 10-year struggle since 2016. Stay vigilant, stay united, and await further instructions from the Core Committee.

An Open Appeal to the Hon'ble Chief Minister,@OmarAbdullah @CM_JnK Honorable Education Minister @sakinaitoo Ji.

Education is a public service, not a profit-making venture. Every year, a staggering amount of 12 #CRORE (₹12,01,57,752) is paid out as "Management Costs" to Vocational Training Partners #VTPs. We must ask: what value is this adding to our education system?

If this exact amount is redirected to the 2,000+ Vocational Trainers on the ground, it translates to an enhancement of roughly ₹5,000 per VT. Alternatively, these massive public funds could be utilized directly for our students—Establishing Modern Vocational Labs, Purchasing Upgraded Equipment, Building better infrastructure and funding crucial Exposure Visits.

Instead, these funds are absorbed by middlemen #VTPs while the frontline educators face persistent salary delays, often excused by claims that Samagra is out of funds.

The VTs of J&K voted for the NC government @JKNC_ to dismantle these inefficient, corrupt systems and prioritize both teachers and students. If the order to remove #VTPs and implement a direct financial model is not issued immediately, the frustration on the ground will force a crisis.

Schools risk being left without the very teachers who sustain them, jeopardizing the future of lakhs of students. The responsibility for this impending disruption will lie squarely with the administrative inaction forcing our hand.

We urge the government @CM_JnK to act swiftly, eliminate the middle management and invest directly in VTs and students.

A Respectful Submission to Hon’ble Chief Minister @OmarAbdullah & Honorable Education Minister @sakinaitoo ji regarding Vocational Trainers.

There seems to be a misunderstanding being circulated that the authority to reform our services lies entirely with the Central Ministry.
​In reality, the Ministry of Education @EduMinOfIndia has clearly clarified—in responses to petitions from J&K, MP, Rajasthan and other states—that regularizing Vocational Trainers, enhancing their salaries and deciding the mode of engagement (direct vs. outsourced) are strictly State/UT decisions. The Centre leaves these policy decisions completely to local governments.

​The current failed #VTP outsourcing system was introduced back in 2016, but our hope from the current Government @JKNC_ @CM_JnK is to see positive reforms, a correction of past systemic failures and a better future for educated youth. Even within J&K, our own department Secretary, Directors and all CEOs have previously noted the shortcomings of the failed #VTP model and recommended a shift.

Honorable ​Minister @sakinaitoo ji, you have always acknowledged Vocational Trainers as the "Backbone" of vocational education & same recognition has been extended by the Commissioner Secretary, Directors and CEOs of @SchoolEdujkut.

Madam @sakinaitoo Ji you have expressed deep Empathy for our struggles. Since the administrative authority and the departmental recommendations are already aligned & the matter is now lying on your table for a final decision, we look forward to your leadership in taking this historic step.

​If other states can successfully transition toward stable policy frameworks for their Vocational trainers, we are confident J&K can lead the way too. We humbly request the government to turn that empathy into a permanent policy framework.

Instead of ending the exploitation of failed #VTPs, the government @CM_JnK has rewarded them #VTPs with a 1-year extension, increased their management cost from 10% to 12% and handed them more schools.

The exploiters #VTPs are being rewarded. The educators #VTs are being ignored.

CEOs and Directors have already recommended a dedicated job policy for Vocational Teachers and clearly stated that #VTPs have completely FAILED and should be REMOVED. The proposal is awaiting final approval, but no final decision has been taken yet. @OmarAbdullah

Hon’ble Minister @dpradhanbjp Ji, while discussions on skilling and employability are encouraging, the reality of skill education in Jammu & Kashmir remains incomplete.

Vocational Trainers, who have been imparting skills in schools since 2016 and are the backbone of Skill India at the grassroots level, continue to work under a failed outsourced system through #VTPs. Despite repeated assurances and the vision of NEP 2020, we still await a comprehensive job policy, job security, fair salary structure, annual increments and #FREEDOM from the failed outsourcing model.

If skilling is to truly strengthen employability and educational outcomes, those delivering these skills must also be empowered, protected and recognized. Strengthening vocational education begins with strengthening Vocational Trainers.

We hope the ongoing collaboration between the Centre and J&K Government will address these long-pending issues and ensure dignity, stability and a sustainable future for the Vocational Trainers serving thousands of students across Jammu & Kashmir.

A delegation of the Jammu & Kashmir Vocational Trainers Welfare Association, led by President Lone Jeelani @lonejeelanii, met with the esteemed members of the 8th Central Pay Commission in Srinagar. The meeting was highly positive, and the delegation presented the core concerns and demands of Vocational Trainers.

​The esteemed members of the Commission greatly appreciated the vital grassroots role played by Vocational Trainers in realizing the vision of Honorable PM Narendra Modi Ji's @narendramodi #SkillIndia mission. Working tirelessly on the frontlines, Vocational Trainers equip students with employable skills and industry-oriented education. The delegation highlighted the numerous challenges faced by Vocational Trainers despite their significant contributions to the nation's skill development mission, emphasizing the urgent need to integrate the cadre into the mainstream education system in line with the objectives of NEP 2020 and the recommendations of the 2026 NITI Aayog @NITIAayog Roadmap for School Education.

​We are deeply grateful to the Honorable 8th Central Pay Commission @8thpaycommision for granting us this audience. This marks a historic milestone for Vocational Trainers across India; for the first time, our concerns have been placed formally before the highest pay policy body in the country. During this high-level session, we made it absolutely clear to the Honorable Commission that this is not merely a state-level grievance, it is a national policy crisis that demands a central policy solution. We proudly voiced the plight of Vocational Trainers across India, presenting the stark contrast between our exceptional grassroots-level success and years of administrative stagnation. We brought to the forefront the severe hardships of serving since 2016 on a rigid, frozen consolidated salary with zero increments, no standard allowances such as DA and HRA, highly restrictive leave rules, and a complete absence of vital social security benefits, pensions, or death benefits for our families.

​We strongly emphasized that for national vocational education reforms to succeed, the system must support a stable, motivated, and professionally secure workforce. This position is further reinforced by the official recommendations of Chief Education Officers (CEOs) and Directors within our own department.

​The esteemed members of the Commission gave a patient hearing to all the issues raised. They expressed overwhelming agreement with the concerns and structural demands presented by our delegation, providing 100% positive feedback across the board. Our unified voice was heard loud and clear at the highest policy level, bringing immense hope to thousands of families who have dedicated their prime professional years to shaping the future of India's youth.

​A massive and heartfelt thank you to all the esteemed members of the Commission for an exceptionally encouraging, supportive and historic hearing.
