It has now been one year since Mahjabeen Baloch, a polio survivor, was forcibly disappeared from Quetta on 29 May 2025, abducted by security forces. For twelve long months her family has been forced into a painful and exhausting limbo, living without any answers, official information or legal clarity regarding her fate or whereabouts.This prolonged uncertainty has left her family emotionally devastated.

Mahjabeen’s case is deeply alarming and reflects the ongoing pattern of enforced disappearances in Balochistan where individuals are taken without due process and families are left behind to endure prolonged trauma and suffering. The targeting of women including those with disabilities raises serious and urgent human rights concerns that demand immediate attention. We urge the authorities to bring Mahjabeen before a court of law and ensure that all actions are carried out in accordance with due process and the law.

The central organizer of the Baloch Women Forum (BWF), Dr. Shalee Baloch is addressing the United Nations 61st Human Rights council session against the ongoing human rights abuses in Balochistan, including enforced disappearances and the extrajudicial murders – which have been greatly accelerating without accountability and justice. We, as a responsible political entity, have repeatedly questioned the anti-humanitarian and extrajudicial practices while demanding accountability for the culprits, but all in vain.

Through this, we reiterate to the higher state authorities and the international bodies, including the United Nations, to take the Baloch concerns seriously and treat them equally as humans. We also urge the state and international media organizations and persons to report factually on the ground situations by directly interacting with/covering the indigenous people – without a third party intervention. It is collectively our responsibility to play our part in our respective departments.

We have observed a surge in state’s acts to further deteriorate the already shrinking space of democratic political activism in Balochistan with the addition of further political names, including Shah Zaib Baloch Advocate, the Central Organizer of the National Democratic Party (NDP), Arif Baloch, Mahzaib Baloch, and other individuals from Lasbela (Hub Chowki) in a notification issued by the Balochistan government’s Home Department on October 28, 2025. We believe that it is the continuation of the state tactics to shrink room for democratic political activism in Balochistan.

The series of state acts to demolish political activism in Balochistan began in March 2025 when the leadership of Baloch Yakjehti Committee (BYC) came into direct contact with state repression. Following the tragic incident, the state and its notorious institutions continued political and human rights abuses in various means including inclusion of political names in a vague 4th Schedule of an “Anti-Terrorism Act” without providing any evidences or justifications for doing so.

Initially, the Forum’s Central Organizer, Dr. Shalee Baloch, along with two other political workers of the BYC, was subject to the same 4th Schedule in Kech district – who is still facing harassment in various means such as forcing her to appear before Deputy Commissioner of Kech twice a week, strictly forbidding her to quit her political activism and continuously threatening her of negative consequences regarding her family members. Few days ago, several other activists were put in the same schedule from Khuzdar district, including Sabiha Baloch and Sammi Baloch, central leaders of BYC. And now, plenty other names are also added in the same vague list from Hub (Lasbela), which is, we, as a Baloch political entity, understand, only an attempt to stop ways for democratic or central political development in Balochistan.

Baloch Women Forum (BWF) denounces and discourages every act which violates the fundamental human rights. We also express sheer solidarity with the affected political entities and individuals in Balochistan and urge the international community to take notice of the direct barbarism on democratic politics in Balochistan. We demand the immediate removal of the names of the political workers from the 4th Schedule without a second thought.

On September 6, 2025, yesterday, the state’s hired local militias-cum-death-squads executed three Baloch youths from Mand (Tump, Kech – 2) and Gomazi (Tump, Kech – 1), which has raised our already growing concerns to their peak about the safety of Baloch lives. We have timely reminded state to hold its notorious law enforcement agencies accountable for their excessive use of power against the Baloch civilians and refrain them from snatching Baloch lives directly or through their hired squads.

Izhar Mujeeb was shot murdered by the members of the same militias in Mand (Sep 6) which are operating on the payroll of the state’s LEAs across Balochistan. He was a young man struggling to make an identity but his life was cut short only because of his national identity. In the same Mand area, after the assailants killed Izhar, they shot dead another Baloch youth, Mullah Bahram, son of Abdul Ghafoor, on the same identity issue. Their assassinators roam freely without being in fear of being arrested or detention, despite the fact that there are several check-posts in the area.

In a separate but alike incident, the local militias assassinated another youth, Seth Jalal, who had nothing to do with anything but his simple, routine life. Just in one day, three Baloch lives were taken cruelly to serve the interests of the anti-Baloch and anti-state constitution group, and the culprits are working as beneficiaries in the Baloch case. Because we believe that the more situations are intentionally worsened, such anti-Baloch elements are likely to gain more profits. The state’s notorious institutions and their hired groups are only warlords, for whom the land will become thin in times to come if they continue to serve outsiders and assassinate their own persons. The history is writing everything clearly and visibly.

We again want to convey our message to the powerful corridors in the country to understand the ground facts in Balochistan and deal with the situations accordingly before it is too late to turn back. Extrajudicial killings and enforced disappearances have done nothing more than further pushing the indigenous people to resistance by powerful means.

بلوچ وومن فورم کی جانب سے گوادر میں منعقد کیے جانے والے کانفرنس، جس کا موضوع تھا "بلوچ سیاسی اداروں پر کریک ڈاؤن اور بلوچستان کا موجودہ سیاسی منظرنامہ"، کو ریاستی کریک ڈاؤن، گرفتاریوں اور بے دخلی کے باعث منسوخ کرنا پڑا۔ کانفرنس سے قبل ہی تنظیم کی مرکزی رہنما اور دیگر کارکن خواتین کو گرفتار کر کے
گوادر سے تربت بےدخل کر دیا گیا۔

بلوچ وومن فورم کی جانب سے گوادر میں منعقد کیے جانے والے کانفرنس کی تیاری کئی ہفتوں سے جاری تھی۔ اس کانفرنس کا مقصد بلوچستان میں جاری ریاستی جبر، سیاسی کارکنوں پر کریک ڈاؤن، اور خاص طور پر بلوچ خواتین کی آواز کو قومی و بین الاقوامی سطح پر اجاگر کرنا تھا۔ تنظیم نے مقامی خواتین، طلبہ، سماجی کارکنوں، اور ماہرین کو مدعو کیا تھا تاکہ ایک کھلی بحث و مکالمے کے ذریعے سیاسی شعور کو فروغ دیا جا سکے۔

تاہم جیسے ہی کانفرنس کی تاریخ قریب آئی، تنظیم کی سرگرمیوں پر ریاستی اداروں کی نگرانی بڑھا دی گئی۔ مرکزی رہنما کو بارہا طلب کر کے دباؤ ڈالا گیا کہ وہ کانفرنس منسوخ کریں۔ آخری لمحات میں متعدد رضاکاروں کو ہراساں کیا گیا
بالآخر، کانفرنس سے صرف چند روز قبل ہی تنظیم کی رہنماؤں کو گرفتار کر کے گوادر سے تربت بےدخل کر دیا گیا، اور یوں کئی ہفتوں کی محنت، مشاورت، اور تیاری پروگرام کی اسٹیج تک نہ پہنچ پائی۔

یہ واقعہ اس با�� کا ثبوت ہے کہ بلوچستان میں بلوچ خواتین کو نہ صرف اپنے حقوق کی بات کرنے بلکہ سماجی شعور و آگہی کے کسی بھی عمل میں شرکت کی آزادی سے بھی محروم رکھا جا رہا ہے۔

کانفرنس کی منسوخی سے قبل، بلوچ وومن فورم کی مرکزی رہنما اور دیگر کارکن خواتین کو گوادر پولیس نے بغیر کسی قانونی نوٹس یا وارنٹ کے حراست میں لیا۔ گرفتاری کے بعد انہیں گوادر کے ایک مقامی تھانے من��قل کیا گیا، جہاں ان کے ساتھ نہایت غیرانسانی اور تضحیک آمیز سلوک روا رکھا گیا۔ تھانے میں دورانِ حراست خواتین سے سخت تفتیش کی گئی، بار بار ان کے ذاتی نظریات، تنظیمی وابستگی، اور کانفرنس کے مقاصد کے بارے میں سوالات کیے گئے، اور انہیں خاموش رہنے پر مجبور کرنے کی کوشش کی گئی۔

تفتیش کے دوران خواتین کو نہ صرف ذہنی دباؤ کا سامنا کرنا پڑا بلکہ انہیں دھمکیاں دی گئیں کہ اگر وہ ایسی سرگرمیوں میں دوبارہ شریک ہوئیں تو مزید سخت کارروائی ہوگی۔ بعض خواتین کو ان کے اہلِ خانہ کے بارے میں بھی دھمکیاں دی گئیں، اور ان کی سوشل میڈیا سرگرمیوں کی بنیاد پر انہیں "ریاست دشمن" قرار دینے ک�� کوشش کی گئی۔

اس تمام عمل کے دوران خواتین کو ان کے قانونی حقوق سے محروم رکھا گیا۔ نہ انہیں وکیل تک رسائی دی گئی، نہ اہلِ خانہ سے ملاقات کی اجازت ملی۔ خواتین کو کئی گھنٹوں تک تھانے میں بٹھا کر مسلسل دباؤ کا نشانہ بنایا گیا، اور آخرکار زبردستی گوادر سے تربت بےدخل کر دیا گیا۔

یہ واقعہ نہ صرف خواتین کی آزادی، وقار اور تحفظ پر حملہ ہے بلکہ یہ اس ریاستی رویے کی عکاسی کرتا ہے جو بلوچستان میں پرامن سیاسی و سماجی سرگرمیوں کو بھی برداشت کرنے کو تیار نہیں۔ خاص طور پر بلوچ خواتین کو اس طرح ہراساں کرنا، ان کی آواز کو دبانا، اور انہیں خوفزدہ کرنا نہ صرف انسانی حقوق کی کھلی خلاف ورزی ہے بلکہ ایک مہذب معاشرے کے دعوے پر بھی سوالیہ نشان ہے۔

گوادر سے گرفتاری اور بےدخلی کے بعد بلوچ وومن فورم کی مرکزی رہنما اور دیگر خواتین کارکنوں کو تربت کے ایک تھانے میں منتقل کیا گیا، جہاں ریاستی دباؤ کا ایک اور مرحلہ شروع ہوا۔ وہاں خواتین کو زبردستی کانفرنس کی منسوخی کے لئے ذہنی دباؤ ڈالا گیا ۔ یہ عمل نہ صرف غیرقانونی تھا بلکہ اس میں اخلاقی جبر، ذہنی دباؤ، اور آئینی حقوق کی کھلی پامالی شامل تھی۔

تھانے کے ماحول کو مکمل طور پر کنٹرول کیا گیا، اور ان کے پاس نہ قانونی مشورہ لینے کا موقع تھا، نہ کوئی آزاد گواہ موجود تھا۔

یہ اقدام صرف بلوچ وومن فورم کے خلاف نہیں بلکہ بلوچستان میں ہر اس آواز کے خلاف ہے جو حق، سچ، اور انصاف کی بات کرنا چاہتی ہے۔
یہ اقدامات بلوچستان میں جاری سیاسی جبر اور انسانی حقوق کی مسلسل خلاف ورزیوں کی سنگین مثال ہیں۔ ایک پرامن، علمی اور عوامی سطح پر بیداری کے لیے منعقدہ کانفرنس کو طاقت کے زور پر روکنے سے یہ ثابت ہو چکا ہے کہ بلوچستان میں نہ صرف سیاسی سرگرمیوں بلکہ اظہارِ رائے پر بھی عملی پابندی عائد ہے، خاص طور پر جب وہ آوازیں خواتین کی ہوں۔
