Dr Nazir Hussain highlighted that Kashmir remains the unfinished agenda of Partition. As a State Party to the ICCPR, India is legally bound by Article 6, which guarantees the right to life in all territories under its control, including Jammu & Kashmir. Pakistan’s position, he emphasized, rests firmly on international law and UN Security Council resolutions, underscoring the need for a consistent, principled approach to resolving the dispute.

#QAU Getting these three legends, Prof. Dr. Zafar Nawaz Jaspal, Prof. Dr. Nazir Hussain and Dr. Salma Malik, in one frame was an incredible challenge but am happy to report that it was accomplished 🙌 @zafar_jaspal@Sheeshgar1@smalik480
I’m absolutely delighted to be part of the e-book launch by RCSS @RCSSwire to celebrate the important work of Abdul Waris Hameed @A_WarisHameed, our Research Associate at Centre for Security, Strategy and Policy Research @CSSPR_UOL and Lecturer at the School of Integrated Social Sciences.
Waris’s research on South Asian Climate Diplomacy and Collective Risk Mitigation Strategies could not be more timely or urgent. At a moment when climate insecurity is intensifying across South Asia, his work brings sharp focus to how regional dialogue, cooperative mechanisms, and a shared climate regime can offer pathways out of fragmentation and distrust. Read his e-book here: https://t.co/g3sg6DmPpl
This research takes on added significance in a context where established frameworks like the Indus Waters Treaty are now unfortunately in political abeyance, and the regional space for dialogue is shrinking. When even time-tested instruments of cooperation are under strain, reimagining climate diplomacy as a tool for collective survival becomes not only relevant but essential.
Waris’s selection as the Shelton U. Kodikara Fellowship 2024 recipient is a recognition of both the quality of his research and the importance of the questions he is asking. I want to especially thank Dr. Nazir Hussain @Sheeshgar1, his mentor and supervisor, for his steadfast dedication to guiding young scholars and advancing regional understanding. His mentorship has clearly helped shape a powerful and policy-relevant contribution.
I also extend my deepest appreciation to Dr. George I. H. Cooke, Executive Director of the Regional Centre for Strategic Studies - RCSS, for his leadership and for making RCSS a vibrant platform for innovative, cross-border research. RCSS continues to set the standard for intellectually rigorous and forward-looking scholarship in South Asia.
At CSSPR, we are proud to support work like Waris’s, grounded, future-focused, and deeply committed to rethinking security through the lens of climate. Congratulations, Waris. This is a milestone worth celebrating, and I have no doubt that your contributions will only grow more impactful from here.
Meet the New Faculty member!
We are pleased to welcome Dr. @Gloria_Shkurti, who joined us this year and is teaching Geopolitics of Technology at the master’s level — a course being offered for the first time among Azerbaijani-Turkish universities!

Really excited for my Kodikara Fellowship presentation on at @RCSSwire. Indebted to @Rabs_AA for being the bright light in my professional career & Dr. Nazir Hussain, whose supervision played the pivotal role in my research report.
