NEWS: ADB signed a Transaction Advisory Services Agreement (TASA) with Pakistan's Privatization Commission (PC) on 15 July in Islamabad. Under the agreement, ADB will serve as the transaction adviser to support the PC in structuring and implementing the outsourcing of Islamabad International Airport.

The signing ceremony was led by Emma Fan, ADB’s Country Director for Pakistan, and Muhammad Ali, Adviser to the Prime Minister on Privatization and Chairman of the Privatization Commission, with senior officials from ADB and the Ministry of Privatization Commission present.

The transaction focuses on award of long-term concession for the operations and maintenance of the airport to a qualified private sector operator through a transparent and competitive procurement process, aiming to enhance operational efficiency, service quality, elevate the passenger experience, and optimizes value for government.

The Privatisation Commission of Pakistan and the Asian Development Bank (ADB) today signed the Transaction Advisory Services Agreement (TASA) under which ADB will serve as the Financial Advisor for the outsourcing of Islamabad International Airport.The Agreement was signed by Ms. Emma Fan, Country Director, Asian Development Bank, Pakistan Resident Mission, and Mr. Shahid Dayo, Director General, Privatisation Commission, on behalf of their respective organizations.

The signing ceremony was witnessed by Adviser to the Prime Minister on Privatisation and Chairman Privatisation Commission, Mr. Muhammad Ali; Secretary, Privatisation Commission, Mr. Usman Akhter Bajwa; Secretary, Privatisation Division, Mr. Hammad Shamimi; Mr. Syed Hussain Haider, Deputy Country Director, Asian Development Bank, Pakistan Resident Mission; and senior officials of the Privatisation Commission and the Asian Development Bank.

Under the Agreement, ADB will provide comprehensive transaction advisory services, including technical, financial, legal, environmental, and commercial expertise to support the structuring and implementation of the transaction in accordance with international best practices. The advisory services will facilitate a transparent, competitive, and market-driven process aimed at attracting leading international airport operators and investors.

The signing of the Agreement marks an important milestone in the implementation of the Government's privatisation programme and reflects its commitment to enhancing the efficiency, service quality, and long-term sustainability of Islamabad International Airport through private sector participation while ensuring transparency, competitiveness, and value for the people of Pakistan.

The Privatisation Commission (PC) Board, in its 255th meeting held today under the chairmanship of Mr. Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman, Privatisation Commission, approved the signing of the Transaction Advisory Services Agreement (TASA) with the Asian Development Bank (ADB) for the outsourcing of operations of Islamabad International Airport (IIAP).

The PC Board reviewed the terms of the negotiated TASA and approved the agreement reached with ADB. The PC Board expressed confidence that ADB, with its expertise and experience, will be able to successfully complete this important transaction expeditiously while ensuring maximum competition and transparency. Islamabad International Airport will be outsourced to a qualified private sector operator under a long-term concession framework through a competitive bidding process. The privatisation is expected to enhance operational efficiency, improve passenger experience, and align airport services with international best practices.

Furthermore, the PC Board also granted approval for the appointment of BDO Ebrahim & Company, Chartered Accountants, as external auditors for the audit of three financial years from 2025–26 to 2027–28, on the recommendation of the Audit Committee of the Board.

The PC Board resolved to continue ensuring transparency, efficiency, and the maintenance of high standards to further strengthen investor confidence in the Government's privatisation programme.

ADB and Pakistan’s National Highway Authority (NHA) today signed an agreement to develop two sections of the M6 Hyderabad–Sukkur Motorway under a Public–Private Partnership (PPP) model.
ADB Country Director for Pakistan Emma Fan and Member PPP NHA Ijaz Ahmed signed the agreement - witnessed by Member Planning NHA Dr. Shafeeq Ahmad, Syed Hussain Haider, ADB Deputy Country Director and Mohammed Azim Hashimi, Director, Advisory Division 1, OMDP ADB.
The project will connect the missing link in Pakistan’s North-South high speed road connectivity, streamline logistics, reduce travel time, and strengthen trade flows across the country.
ADB will provide advisory support covering project feasibility studies, developing a bankable PPP structure facilitating transparent procurement processes to attract private sector expertise, achieving commercial and financial closure.
The project includes building a 120km six-lane motorway with modern tolling, traffic management, and safety systems starting from Hyderabad. It’s a critical step toward completing the Peshawar–Karachi Motorway corridor.

How Pakistan made the world over 3 trillion dollars richer

On April 7, the world edged toward Trump's 8pm ultimatum that "a whole civilization will die tonight." By mid-afternoon, Polymarket gave less than a 5% chance for a ceasefire. But then in a flurry of last-minute diplomacy led by Pakistan's PM Shehbaz Sharif, ceasefire odds shifted from near-impossibility to 100%, as both U.S. and Iranian leadership publicly acknowledged the important role played by Pakistan.

The sharp shift in probability of ceasefire from near-zero to certainty, allows us to estimate cleanly the market value of Pakistan's successful diplomacy. There was a sharp jump of 2.9% in S&P500 around the ceasefire announcement. The reaction was similar the world over.

Global markets represent about $125T, so a 2.9% jump represents a gain of 3.6 trillion dollars for the world. Pakistan helped create TEN times its own GDP for the world!

For me, the best part is not the trillions of dollar, but seeing Pakistan on the world stage as a peace maker.

I hope Pakistan runs with this new identity by promoting peace not only abroad, but also at home. That means moving away from politics of division and exclusion, and treating every citizen as its own.
